Obstructive sleep apnea (OSA) is a medical condition where a patient’s airways narrow or close during sleep and cause apneas, which are short periods when the patient stops breathing. The condition may have short term and long-term effects on a patient’s health. OSA may be associated with major medical conditions, such as hypertension and heart disease. Because of the condition’s link to these major conditions, treating OSA is critical to a patient’s health.

OSA occurs when the pharynx or back of throat collapses during sleep. The pharynx collapses because the muscles that keep it open relax during sleep. When the muscles relax, the pharynx narrows or closes, which slows or stops air flow to and from the lungs. To unblock the pharynx, the patient wakes up briefly to flex the relaxed muscles and reopen the pharynx.

Unfortunately, patients often do not realize they have the disorder. Common symptoms of OSA include snoring, daytime sleepiness, difficulties with memory and concentration, unusual moodiness or irritability, frequently waking up to urinate, waking up with headaches and dry mouth.

OSA is diagnosed through a sleep test, known as a polysomnogram or a portable sleep apnea test. There are several ways to treat OSA including use of continuous positive airway pressure and surgery. OSA surgery reduces the tissue in the back of the throat, pulls the tongue forward and inserts a nerve stimulator to open the airway so the patient can breathe during sleep.

  1. There are many funding sources for community programs and services. For government programs, such as Medicare/Medicaid, SNAP/TANF, etc. the funding comes from the government and also from taxpayer dollars. There are other kinds of community programs and resources though, such as food banks, clothing and shoe drives, senior centers, church groups and relief programs, and all of these rely on volunteers, and donations, which come from people who are willing to donate their own time, money, food, clothes, and other resources. Much of the programs for socialization come from the senior centers and churches or other volunteer groups who do their volunteer work for accreditdation or programs to gain their own funding. The effect of regulations and funding of community services sort of depeneds on the situation in some cases. For example, the amount of food stamps and temporary assistance can either be increased or decreased depending on the individual case, since employment and income reporting are required for government assistance. Also, I do know that many people who apply for food stamps/tanf are required to put in volunteer hours to earn the assistance, so much volunteering comes from requirements and regulations for assistance.

2. In many communities, the biggest source of funding is Medicare and Medicaid. One other big source of funding is through peoples personal insurance. Some buildings and even churches gather donations to help with the financial needs. There are also the charities that can help with funding. Here where I live we actually have a charity that collects just for the patients with Alzheimer’s.

The effect of regulations on the delivery of community services is that it keeps people from cheating the system and having certain requirements can help prevent that from happening. One negative effect is that if you make even just a little over the limit for the funding program, you can not get it.
